RAF enables U.S. Treasury’s Pay.gov Financial Portal

RAF’s Verification and Authentication Technologies provide a mechanism to robustly authenticate agency customers using Pay.gov

RAF has developed a comprehensive verification and authentication system to enable the Pay.gov web site to augment or replace the use of passwords with an identity proofing mechanism which utilizes a range of authentication information to validate the identity of a user.

The customer provides key pieces of information (Data Elements) such as Name, Address, Date of Birth etc. Government and commercial databases are referenced by the verification service as part of a customer verification request. The Data Elements are submitted to the databases in a structured format, and depending upon whether they are found or not, a confidence level on the identity of the customer is established. The confidence level returned is compared with an acceptable threshold value – if this value is met or exceeded the customer is granted access to the site. An .xml interface allows the agency sites to interact with the verification service, which resides on the highly secure Treasury Web Application Infrastructure (TWAI).

RAF is currently deploying elements of the verification service based on J2EE standards, which provides for comprehensive web services integration with other Treasury applications. Included within the scope of RAF’s activities are extensive logging and metrics capability, configuration and testing management, and event recording.
